TDMT Replaced cFolders: How to Get DLA Drawings for a DIBBS Bid

To get drawings for a DIBBS bid today, you use TDMT, not cFolders. DLA says the Technical Data Management Transformation (TDMT) system "has replaced cFolders as the repository and access point to technical documents." To get in, register in DLA's Account Management and Provisioning System (AMPS), then sign in to TDMT through DLA's Okta multi-factor authentication. You can open TDMT from the DIBBS home page, from the link on a solicitation, or directly at https://tdmt.dla.mil/.

If you quote DLA parts, the technical data package (TDP) often decides your price. This post walks through the new access path step by step so a login problem does not cost you a bid.

Quick facts

  • DLA says phase one went live on June 22, 2026, when it "transitioned from cFolders to TDMT for management of DLA's procurement technical data."
  • Vendors and other non-government users must register in AMPS to get into TDMT.
  • Sign-in uses DLA's Okta multi-factor authentication. DLA says external users "will need the OKTA Fast Pass app for identity verification."
  • The email address must be the same in DIBBS, AMPS/Okta and TDMT, and DLA says it should be unique, not a shared inbox.
  • You can view acquisition documents for an open solicitation. DLA says you can download the entire TDP only after you have been awarded it.

Step by step: get TDMT access and find your drawings

1. Confirm your DIBBS account and email

Start with a working DIBBS account. If you do not have one yet, see How to Register for DIBBS. Check which email address is on that account. DLA's TDMT page says to confirm that your email "is unique (not a shared inbox) and is the same one registered for your DIBBS, AMPS/Okta, and TDMT accounts." A shared address like sales@ or bids@ is a common reason logins fail.

2. Create your AMPS account

DLA says "commercial vendors and non-government entities requiring access to technical data must register in DLA's Account Management and Provisioning System (AMPS)." DLA links a New User Registration PDF with the steps. Use the same email you use in DIBBS. Your old cFolders login does not replace this step.

3. Set up Okta multi-factor authentication

Once AMPS is set up, DLA says vendor users "will access the TDMT application using DLA's Okta Multi-Factor Authentication." DLA's Single Sign On User Guide covers setup, and DLA notes that the external user guidance starts on page 4. DLA's training deck shows the login flow: enter the email and password from your AMPS account, then verify "with either a code or a push notification." Set this up before a close date is near, not the day a quote is due.

4. Open TDMT from DIBBS or directly

DLA's TDMT Level 1 Vendor Training lists three ways in:

  1. Directly at https://tdmt.dla.mil.
  2. From DIBBS, either through the link on the solicitation or from Home, then the Technical Data screen.
  3. Through DLA's Okta login page.

Each path sends you through the same Okta multi-factor step. The first time in, you read and accept the user agreement.

5. Search for the solicitation

DLA's FAQ says to click the acquisition document tile, then enter the solicitation number "with an * and no spaces or dashes" and click search. Take the number from the RFQ. If you need help reading the RFQ, see How to Read a DIBBS RFQ. To find the RFQs for a part first, see How to Search DIBBS by NSN.

6. Review the drawings before you price

DLA says to click the question mark in TDMT to see how to view technical documents, TDPs and acquisition documents. Before you quote, check the revision, material, finish, inspection and any special notes against your capability. You can view the acquisition document before award, but DLA says only an awarded vendor can download the full TDP. Then build your quote with How to Quote on DIBBS and run through the DIBBS bid checklist.

7. Know who to call when something breaks

For login trouble, DLA says to check your email match first, then contact the DISA Global Service Desk at 844-347-2457 (press 5, then say "D-L-A"). For a problem with the data itself, such as missing information, unreadable documents or needing a license agreement, DLA says to contact the TDMT Tech Data Help Desk for the supply chain that issued the solicitation or purchase order.

Export-controlled data

Some drawings carry export-controlled technical data. DLA's supplier notice says suppliers seeking export-controlled technical data must have a current NIST SP 800-171 assessment posted in the Supplier Performance Risk System (SPRS), not more than 3 years old unless the solicitation says otherwise. If you plan to quote those parts, check your SPRS posting and your Joint Certification Program status before you need the files.

Browser tips

DLA lists supported browsers for TDMT: Google Chrome version 135 or higher, Chromium-based Microsoft Edge, and Firefox Extended Support Release versions, mainly 115 ESR or 128 ESR. If a page will not load, try a supported browser before calling the help desk.

How FedOpp fits in

TDMT is where the drawings live. Finding the right RFQs to open is the other half of the job. FedOpp matches DIBBS opportunities to what your shop makes and shows award history next to each one, so you spend your TDMT time on parts you can win. See DIBBS software for how it works, and How to Bid on DIBBS for the full bidding process.

FAQ

What replaced cFolders at DLA? TDMT, the Technical Data Management Transformation system. DLA says it "has replaced cFolders as the repository and access point to technical documents," with phase one live on June 22, 2026.

Does my old cFolders login work in TDMT? No. DLA says vendors must register in AMPS and sign in through DLA's Okta multi-factor authentication to access TDMT.

Why can't I log in to TDMT? The most common fix is your email. DLA says it must be unique, not shared, and match across DIBBS, AMPS/Okta and TDMT. If it matches and you still cannot get in, call the DISA Global Service Desk at 844-347-2457.

How do I find the drawings for a DIBBS solicitation in TDMT? Open the acquisition document tile, enter the solicitation number with an asterisk and no spaces or dashes, and search. You can also follow the TDMT link on the solicitation in DIBBS.

Can I download the whole TDP before award? No. DLA says you can view the acquisition document before award, but only an awarded vendor can download the entire TDP.
