Short answer: Register the company in SAM.gov and wait for the CAGE code. Then open DIBBS, choose Vendor Registration, and finish the Super User account. DIBBS copies the legal name and address from SAM.gov. A postcard with a Physical Address Verification Number arrives in about 10 days, and registration stops until that number is entered.
Get the CAGE code before you open DIBBS
DLA’s DIBBS vendor registration guide (revised August 27, 2024) starts with two prerequisites: an active registration in SAM.gov, and the Commercial and Government Entity code issued at the end of that registration. The CAGE is five characters. You do not buy it from a third party. GSA’s registration guidance says the same thing: you do not pay a service to complete SAM.gov. The lookup steps, once you have the code, are on CAGE code lookup.
DIBBS fills the company name and physical address from the SAM.gov profile. Those fields stay locked in DIBBS. SAM.gov updates flow over every business day. If the address on the DIBBS screen is wrong, stop. Fix it with the SAM.gov Federal Service Desk, then come back. Registering on top of a bad address means the verification postcard goes to the wrong place.
The Super User account
There is one Super User per CAGE. That person administers the account: profile changes, and every additional login. DLA’s steps, in order:
- Open DIBBS, accept the terms, and select Vendor Registration.
- Enter the CAGE and continue.
- Confirm the physical mailing address from SAM.gov.
- Enter the Super User’s name, U.S.-format phone number, and email.
- Enter the temporary PIN that DIBBS emails to that address.
- Request the postcard. Enter the Physical Address Verification Number when it arrives, about 10 days later. If it does not, request another postcard after those 10 days. You cannot pass this screen without the number.
- Accept the user agreement.
- Create the password and three challenge questions.
- Set supplier defaults and notification emails, then review and submit.
The Super User ID is the CAGE followed by 01. That user creates logins 02 through 99. Additional users are added under Account, then Add Account. Each new user gets a registration email and a separate PIN email.
DLA’s password rules on that guide: at least 15 characters; at least one uppercase letter, one lowercase letter, one numeral, and one of these special characters: @ # $ % ^ & + . = ! ; no more than four letters in a row or four numbers in a row; different from the last 10 passwords; at least eight characters different from the previous password. Passwords expire every 60 days.
Challenge answers are not case sensitive. Questions 1 and 2 take no numbers, special characters, or spaces. Question 3 is a month and a year from 1700 through 2099.
What to set before the first quote
The supplier-defaults screen is where the account starts missing solicitations or missing awards.
- Quote valid for. The default is 90 days. On a “U” solicitation, a validity under 90 days is an exception and blocks an automated award. See bid without exception.
- Award email. Contract awards and other contract actions go only to the primary address, unless that message cannot be delivered. Then DIBBS tries the alternate. The two addresses cannot be the same. Keep the primary current.
- Solicitation email. Same rule: one primary, one different alternate. Notifications go to the primary unless it bounces.
- Vendor-directed alerts. You can enter up to 3,000 values in each of three fields, separated by commas: Federal Supply Classes, National Stock Numbers, and approved-manufacturer CAGE codes. An FSC alert sends every open solicitation in that class. Leave an NSN out of the NSN field when its FSC is already in the FSC field, or the same buy can hit the inbox twice and the FSC mail will be heavy. Distributors use the manufacturer-CAGE field for the sources they quote.
- History-based mail. A checkbox declines non-vendor notices based on NSN history, approved sources, or buyer-directed CAGEs. Leave it unchecked until you know which mail you actually want.
Logon problems go to DibbsBSM@dla.mil. The master solicitation also lists 1-877-352-2255 for immediate DIBBS help. Drawing access is a different system. DLA’s product-data help line on the registration guide is 1-804-279-3477.
After the account exists
Registration lets you see and quote. It does not decide which RFQs fit the shop. New firms get an extra look: quotations from a company registered in DIBBS within the past 60 days, in volumes well above the historical average for new registrants, are excluded from automated and manual awards. Quote the work you can support.
From there, search by the NSNs and FSCs you can make or source. The every-business-day sequence is in DIBBS for new suppliers and how to bid on DIBBS. Run the DIBBS bid checklist before the first submission.
Where FedOpp fits
Once you are registered, Ask CCO, FedOpp's AI Chief Contracting Officer, answers bid or no-bid questions on each RFQ from your profile, the FAR, the DFARS and that solicitation.
FedOpp does not create the SAM.gov or DIBBS account. You register, you hold the Super User login, and you submit quotes on DIBBS. FedOpp watches the FSCs and NSNs on your Match Profile and emails you when a live DIBBS RFQ or a matching SAM.gov notice hits. The DIBBS-only plan is $55 a month. The full workspace is $199 a month after a 7-day free trial.
Frequently asked questions
How do I get a CAGE code for DIBBS?
Finish the SAM.gov entity registration. The CAGE is issued at the end of that process. DIBBS registration will not continue without it.
How long does DIBBS registration take?
The screens are one sitting. The postcard with the Physical Address Verification Number takes about 10 days, and you cannot finish until you enter that number.
What is the DIBBS Super User ID?
It is the company’s CAGE code followed by 01. That user can create additional accounts 02 through 99. There is one Super User per CAGE.
Can I change my company address inside DIBBS?
No. Name and address come from SAM.gov and update from there every business day. Correct the address in SAM.gov before you request the postcard.
Does DIBBS registration cost anything?
DLA does not charge for the DIBBS account. SAM.gov registration, which produces the CAGE, is also free. You do not need a paid third party for either one.
