WAWF Invoice in PIEE: How to Bill a DLA Order

Posted by FedOpp on Oct 8th 2026

Short answer: To invoice a DLA order, submit the invoice and receiving report in Wide Area WorkFlow (WAWF), which runs inside PIEE. Register your CAGE in PIEE with a Contractor Administrator, add WAWF vendor roles, then use the document type and DoDAAC routing codes from your contract's DFARS 252.232-7006 clause. Track payment in myInvoice.

Why WAWF matters

Winning the award is half the job. DoD contracts generally require electronic payment requests and receiving reports under , and WAWF is the system for that. Mistakes here don't cost you the contract. They cost you time waiting on rejected invoices.

Set up PIEE before your first award ships. Allow time for the CAM and EB POC approvals.

Step 1: Set up your company in PIEE

PIEE's lays out the steps:

  1. Register in SAM.gov. This is required, and it's where your CAGE code and Electronic Business point of contact (EB POC) come from.
  2. Get your CAGE code into the PIEE vendor group structure. This is a one-time step.
  3. Designate a Contractor Administrator (CAM). Every vendor group needs at least one. The CAM manages PIEE access for your company's users. If the EB POC listed in SAM.gov registers as CAM, no extra paperwork is needed. If someone else is CAM, the EB POC has to approve it.
  4. The CAM self-registers in PIEE. Only the Contractor Administrator role can be added at first.
  5. Add roles and users. Once the CAM is active, request WAWF vendor roles for whoever will submit invoices. PIEE notes that registering for WAWF also gives you access to myInvoice.

At a very small company, one person may be EB POC, CAM and invoice submitter. That's fine. Just make sure the EB POC in SAM.gov is current, or the CAM approval stalls.

Step 2: Read the WAWF instructions in your contract

Your award includes , usually in Section G or in the clauses. Paragraph (f) gives you what you need:

  • Document type. For fixed-price line items that ship a deliverable, you submit the invoice and receiving report the contracting officer specifies.
  • Routing DoDAACs, including Inspect By and Accept at Other, from the Routing Data Table. Match them to the inspection and acceptance points on your award. Copy the DoDAACs from the contract exactly.

The clause also notes that you may create some combinations of invoice and receiving report in one step. WAWF training covers the Invoice and Receiving Report (Combo) as a single creation method that produces both documents (). Your contract's clause is what controls.

Step 3: Create the invoice and receiving report

In WAWF, as a vendor:

  1. Start a new document and enter your contract number (the PIID) and, for orders under a basic contract, the delivery order number.
  2. Enter the pay office DoDAAC from the contract. WAWF shows the document types available for that pay office.
  3. Pick the document type your contract specifies, such as Invoice and Receiving Report (Combo).
  4. Fill in the routing codes. WAWF tries to prefill from the contract record. Check every field against your award.
  5. On the line items, enter the CLIN, quantity shipped, unit of issue and unit price, matching the contract line exactly.
  6. Add shipment details: shipment number, ship date and, where it applies, the tracking or bill of lading number.
  7. Attach what the contract asks for, then submit.

WAWF's training also notes a catch for combo documents. If the inspector or acceptor DoDAAC has no active users in WAWF, the web screen tells you to submit a stand-alone invoice instead.

DLA's packaging guidance lists the documents that should travel with the material: the receiving report (DD Form 250 or WAWF receiving report), shipping invoice, packing list and award document ().

Step 4: Track payment in myInvoice

Once you submit, the receiving report goes to the government inspector or acceptor, and the invoice goes to the pay office. Use myInvoice, which you can reach through PIEE, to see where an invoice is in that process. If a document is rejected, WAWF sends it back with a reason. Fix that exact problem and resubmit rather than starting a duplicate.

Common WAWF mistakes that delay payment

  • Wrong document type. Use the one in your contract's 252.232-7006 clause.
  • Routing codes typed from memory. Pay office, admin and inspector DoDAACs differ by contract. Copy them from the award.
  • Line items that don't match the contract. CLIN, unit of issue, quantity and unit price must match. A per-piece price on a per-package line gets rejected.
  • Wrong inspection or acceptance location. It has to match the award.
  • Duplicate invoices. Resubmitting a rejected document as a new one creates confusion. Correct and resubmit.
  • An inactive CAM. If your only CAM leaves the company, nobody can add or restore users. Keep a backup.

Where FedOpp fits

FedOpp is for the front end: finding and screening DIBBS and SAM.gov solicitations, and building your DIBBS batch file. It doesn't touch WAWF or submit anything for you. But the FOB and inspection terms you check before quoting are the same ones you'll enter in WAWF after award. FedOpp is $199 a month after a 7-day free trial.

See what happens after a DIBBS award, the DIBBS bid checklist, and How to Read a DIBBS RFQ. Your CAGE code is part of Step 1 in PIEE.

Frequently asked questions

What is WAWF?

Wide Area WorkFlow is the DoD system contractors use to submit invoices and receiving reports electronically. It's an application inside PIEE.

How do I get access to WAWF as a vendor?

Register in SAM.gov, get your CAGE code into the PIEE vendor group, have a Contractor Administrator register, then request WAWF vendor roles.

What is an Invoice and Receiving Report (Combo)?

It's a WAWF option that creates both an invoice and a receiving report in one step. Use the document type your contract's DFARS 252.232-7006 clause specifies.

Where do I find the DoDAACs for my WAWF invoice?

In the routing data table of the WAWF payment instructions (DFARS 252.232-7006) in your contract. The inspection and acceptance points themselves are in your award's schedule.

How do I check if DLA paid my invoice?

Use myInvoice, which comes with WAWF access in PIEE, to track the status of a submitted invoice.
