Short answer: Most automated DIBBS awards wait until 3:00 p.m. Eastern on the return date. A Fast Auto Evaluation solicitation can be awarded earlier. DLA starts that check at 3:00 p.m. Eastern on the third business day after the issue date, then again every day at 3:00 p.m. until the return date. A buy with documented urgency can also be awarded before the return date, whether or not it carries the Fast Auto icon.
The return date is the rule, with three exceptions
Revision 105 of the DLA Master Solicitation for Automated Simplified Acquisitions (May 20, 2026) sets the receipt time at 3:00 p.m. Eastern on the return date. If that date falls on a Saturday, Sunday, or federal holiday, it moves to the next business day. Awards are not made before that time, except in the cases the master solicitation spells out.
Those cases are:
- Fast Auto Evaluation. The solicitation is estimated below the micro-purchase threshold. It may be awarded before the return date. The threshold in FAR 2.101 is $15,000 for supplies as of October 1, 2025. Read the solicitation. The master solicitation uses the threshold. It does not restate the dollar figure.
- Documented urgency. A solicitation for an item with documented urgency may be awarded before the return date.
- A long response window with an early responsive quote. If the response date is 30 days or more, and a responsive quote arrives at least 11 days after the solicitation was issued and before day 30, the buy can be awarded early.
DLA’s own instruction at the end of that paragraph: submit quotations as quickly as possible. The same language is in the DIBBS FAQ under “Why are some solicitations awarded before the close date?”
How to spot a Fast Auto Evaluation buy
A Fast Auto Evaluation icon on the DIBBS search-results screen marks these solicitations. They are estimated at or below the micro-purchase threshold, and they are not set aside. They may be awarded before the return date and time.
There is a second path into the same early evaluation. A quote priced under the micro-purchase threshold, sent against a solicitation that was estimated at or above that threshold and was not marked Fast Auto, can still be evaluated early as a Fast Auto Evaluation quotation. The early run looks at every quotation that does not exceed the micro-purchase threshold.
The clock: Fast Auto Evaluation commences at 3:00 p.m., three business days after the issue date, and continues every day after that at 3:00 p.m. until the return date. Quote before that first 3:00 p.m. run if the buy is one you can fill. A quote sent the afternoon of the published return date can already be late for a Fast Auto buy.
The quote still has to be qualified. That means the bid type “bid without exception,” submitted on DIBBS, with no remarks and no exception to packaging, FOB, inspection, quantity, or the item description. The list is in bid without exception on DIBBS.
Documented urgency is a separate early award
The master solicitation treats documented urgency on its own line, next to Fast Auto Evaluation, not as a synonym for it. An urgent item can be awarded before the return date even when there is no Fast Auto icon and the value sits above the micro-purchase threshold.
DLA does not publish a single public page titled “urgent need list” inside the master solicitation. The flag lives on the buy: the solicitation is for an item with documented urgency, and the award can move before the date on the cover. Treat a short delivery, an expedited note in Section A, and a return window of only a few days as a reason to open the PDF the day it posts. The field-by-field read is in how to read a DLA RFQ.
Urgency does not relax the item. Approved-source codes, packaging, and first article still apply. First article and production lot testing take the buy out of automated evaluation entirely, so an urgent FAT buy is a manual award with a short clock, not a Fast Auto award. See first article testing and the AMSC decoder.
The 11-day rule on long solicitations
On a solicitation whose response date is 30 days or longer, a responsive quotation received at least 11 days after issuance, and before day 30, can produce an award before the return date. Waiting for the last week of a 30-day RFQ is how a complete quote misses the award. If you can quote in the second week, quote in the second week.
What “on time” still means
EDI submissions can sit in transmission. The master solicitation tells suppliers to assume that risk. Typing the quote into the DIBBS website avoids that delay. Direct entry is the safer path when the 3:00 p.m. run is the same day.
After the return time, a late quote may be considered until evaluation begins. Once a fully automated evaluation is underway, a late quote is not considered, and the buyer does not open a manual review just because a late quote arrived. You can revise or withdraw (bid type “no bid”) until the solicitation is awarded. A revision replaces the earlier quote.
If DIBBS itself is down at the close, the return time moves to the same time on the next business day DIBBS is back, with a notice on the DIBBS home page. Your own internet connection or computer is not a reason for an extension.
Where FedOpp fits
Ask CCO, FedOpp's AI Chief Contracting Officer, flags whether an RFQ is likely a Fast Auto buy and what to check before the first evaluation run.
FedOpp shows the return date, quantity, and last price on the DIBBS row so a Fast Auto or urgent buy is visible the morning it posts, not after the 3:00 p.m. run. You still decide, and you still submit on DIBBS. Match the NSNs you can ship this week before you chase a three-day buy. Search setup is in search DIBBS by NSN. FedOpp is $199 a month after a 7-day free trial. The DIBBS-only plan is $55 a month.
Frequently asked questions
When does DIBBS Fast Auto Evaluation start?
At 3:00 p.m. Eastern, three business days after the issue date, then every day at 3:00 p.m. until the return date. The master solicitation states the return-date clock as Eastern time.
What does the Fast Auto Evaluation icon mean?
The solicitation is estimated at or below the micro-purchase threshold, it is not set aside, and it may be awarded before the return date.
Can DLA award an urgent item before the return date?
Yes. Revision 105 says solicitations for items with documented urgency may be awarded before the solicitation return date and time.
Will a quote under $15,000 be evaluated early on a larger RFQ?
It can. A quotation under the micro-purchase threshold, on a solicitation estimated at or above that threshold and not marked Fast Auto, may be evaluated early. The early program evaluates quotations that do not exceed the threshold.
Does the return date still matter?
Yes. It is the deadline for every buy that is not Fast Auto, not documented-urgent, and not inside the 30-day early-award rule. It is also the last Fast Auto run.
