Privacy Policy
These terms are provided for FedOpp customers and website visitors. They do not create an attorney-client relationship.
Last Updated: September 28, 2026
This Privacy Policy describes how FedOpp (“FedOpp,” “we,” “us,” or “our”) collects, uses, discloses, and otherwise processes personal information in connection with our websites at https://fedopp.com and https://app.fedopp.com (collectively, the “Sites”), our software-as-a-service application, related tools, communications, and other online services we offer (together with the Sites, the “Service”). FedOpp is a privately operated commercial research and intelligence platform. FedOpp is not a government website and is not affiliated with, endorsed by, or operated by SAM.gov, the System for Award Management, the Defense Logistics Agency (DLA), DIBBS, USAspending.gov, the General Services Administration (GSA), or any other U.S. federal, state, or local government agency.
By accessing or using the Service, creating an account, requesting a trial, or otherwise interacting with FedOpp, you acknowledge that you have read and understood this Privacy Policy. If you do not agree, please do not use the Service. This Privacy Policy should be read together with our Terms of Service and Disclaimer.
What FedOpp keeps and what it never touches
- No mailbox connection. FedOpp does not connect to your email account.
- Uploaded RFQs are not stored. A solicitation or RFQ you upload is read in memory to produce your results, and FedOpp does not keep the file. Section 7 explains how AI features process that content.
- Your work stays under your control. Your notes, pursuits, watch rules and bids can be exported or deleted from Account → Your data in the app.
- Government data is public. The contracting data FedOpp shows comes from public government sources, and every screen shows where it came from and when.
- No government portal credentials. FedOpp never holds your SAM.gov or DIBBS sign-in details. You sign in and submit on those sites yourself.
1. Scope and Applicability
This Privacy Policy applies to personal information we process about:
- Visitors to our Sites;
- Prospective customers who request demos, trials, or sales information;
- Account holders and authorized users of Live Access or other paid or trial subscriptions;
- Individuals who communicate with us by email, chat, phone, or form; and
- Business contacts whose information appears in connection with federal contracting research data displayed or indexed through the Service (to the limited extent such information constitutes personal information under applicable law).
This Privacy Policy does not apply to third-party websites, government portals, payment processors’ standalone privacy practices beyond what we describe here, or offline activities unrelated to the Service. When you leave FedOpp to submit a bid, register on SAM.gov, or use any official government system, those systems are governed by their own terms and privacy notices—not ours.
2. Categories of Personal Information We Collect
Depending on how you interact with FedOpp, we may collect the following categories of personal information:
2.1 Identifiers and Contact Information
- Name, business email address, phone number, job title, and company or organization name;
- Account username, password (stored in hashed or similarly protected form), and account identifiers;
- Billing or mailing address if provided, and similar contact details;
- IP address, device identifiers, and similar online identifiers.
2.2 Commercial and Transaction Information
- Subscription plan selections, trial status, purchase history, invoices, and payment-related metadata;
- Records of products or services considered or purchased;
- Customer support tickets, sales inquiries, and related correspondence.
Payment and credit card information. When you purchase a subscription or complete checkout, payment card details are collected and processed by our e-commerce and payment partners—currently our checkout provider and Authorize.Net as the payment processor. FedOpp does not store full payment card numbers (primary account numbers) on FedOpp application servers. We may receive and retain limited payment-related metadata needed to operate your account (for example, payment status, last four digits or similar truncated indicators if provided by the processor, billing email, invoice/order identifiers, and subscription state).
Security of customer and payment data. We use administrative, technical, and organizational measures designed to protect account data and other personal information we control, including encrypted transport (TLS), access controls, logging, and infrastructure protections. Cardholder data is handled in the payment processor’s environment under that processors security program. We do not claim that any system is immune from breach, and we do not represent that FedOpp itself is independently “PCI certified” as a card vault unless and until we publish a specific certification that an attorney and our processors confirm is accurate. No method of transmission over the Internet or electronic storage is 100% secure. You should protect your login credentials and notify us promptly of suspected unauthorized access.
We do not sell personal information (see Section 7). Pricing for Live Access and other plans is presented on our pricing and checkout pages; this Privacy Policy describes how payment data is handled, not your current fee schedule.
2.3 Account, Usage, and Technical Information
- Log data such as browser type, operating system, referring URLs, pages viewed, features used, search queries within the Service, session timestamps, and approximate location derived from IP address;
- Cookie and similar tracking technology data (see Cookies section below);
- Preferences, saved searches, watchlists, alerts configuration, and in-product settings;
- Error reports, performance diagnostics, and security event logs.
2.4 Content You Submit to AI and Research Features
If you use assistive features such as Ask CCO, CCO Chat, Contract Reader, Match AI, summaries, rankings, suggestions, or similar tools, we may process the prompts, documents, solicitation identifiers, notes, and other content you submit, as well as model outputs generated in response. These features are assistive research tools only. Content you submit may be processed by third-party AI providers under contractual restrictions. Do not submit secrets, classified information, controlled unclassified information (CUI) you are not authorized to process in this manner, personal data of third parties without a lawful basis, or other sensitive material that should not leave your controlled environment.
2.5 Professional and Public Contracting-Related Data
The Service displays and organizes information derived from public government sources and related research data, which may incidentally include names of contracting officers, points of contact, awardee representatives, or similar professional identifiers that appear in public records. We treat such information in accordance with this Policy and applicable law, recognizing that much of it originates from public sources outside FedOpp’s control.
2.6 Communications Content
- Emails you send to us, chat messages, support requests, feedback, survey responses, and call notes (if you contact us by phone);
- Marketing preferences and unsubscribe records.
2.7 What we never collect: your mailbox
FedOpp does not ask for access to your email account and does not access, cache or store the content of your mailbox. Supplier and buyer emails you draft in FedOpp open in your own mail app; FedOpp does not send them on your behalf. Files you upload to AI Contract Reader are read in memory and not stored by FedOpp; the text is sent to our AI provider to process.
2.8 Inferences
We may create limited inferences from the information above—for example, interest in certain NAICS codes, agencies, or product categories—solely to operate, personalize, and improve the Service, and for legitimate sales and support purposes.
We do not intentionally collect sensitive personal information (such as Social Security numbers, precise geolocation for tracking individuals, biometric templates, or health data) as part of ordinary Service use. Please do not provide such information to us.
3. Sources of Information
We collect personal information from:
- You directly, when you create an account, start a trial, purchase Live Access or other offerings, configure alerts, use AI features, or contact us;
- Your organization, if an administrator or colleague invites you, manages seats, or provides billing contacts;
- Automated means, including cookies, logs, analytics, and security tooling when you use the Sites or Service;
- Service providers and processors, such as payment, hosting, email, analytics, and AI vendors that return technical or transactional data to us;
- Public and government sources, for research data displayed in the Service (which may include professional contact details published by government systems); and
- Publicly available business information, where lawful and relevant to B2B outreach or account verification.
4. How We Use Personal Information
We use personal information for the following business and commercial purposes:
- To provide, operate, maintain, and improve the Service, including authentication, account management, search, alerts, dashboards, and AI-assisted research features;
- To process trials, subscriptions, renewals, cancellations, refunds (where applicable), and payments as presented at checkout;
- To communicate with you about your account, security notices, product updates, billing, and customer support;
- To send marketing communications where permitted by law, with opt-out available;
- To personalize content, saved views, recommendations, and Match AI–style suggestions (which remain assistive and may be incomplete or inaccurate);
- To monitor, detect, prevent, and respond to fraud, abuse, security incidents, and Acceptable Use Policy violations;
- To analyze usage trends, diagnose technical issues, and develop new features;
- To comply with legal obligations, enforce our Terms, defend legal claims, and protect rights, safety, and property;
- To conduct business operations such as accounting, auditing, and corporate transactions (e.g., merger or asset sale); and
- For other purposes disclosed at the time of collection or with your consent where required.
Important limitation: FedOpp is a research and intelligence tool. We do not use personal information to submit bids on your behalf, to act as your contracting officer, attorney, or compliance professional, or to create a privileged attorney-client relationship.
5. Disclosure of Personal Information
We may disclose personal information to the following categories of recipients:
5.1 Service Providers and Processors
We engage vendors who process personal information on our behalf under contractual obligations, which may include:
- Hosting and infrastructure: Amazon Web Services (AWS), including Lightsail and related AWS services, for application hosting, storage, databases, and related infrastructure;
- Content delivery, DNS, and security: Cloudflare and similar providers for CDN, DDoS protection, DNS, and edge security;
- Payments and e-commerce: our storefront and checkout provider and associated payment processors for checkout, subscriptions, invoicing metadata, and payment processing;
- Email and messaging: SMTP and transactional email providers for account, billing, alert, and support messages;
- AI providers: Third-party model and API providers that power or assist Ask CCO, CCO Chat, Contract Reader, Match AI, summaries, rankings, and similar assistive features;
- AI processing by xAI: xAI processes text you submit to Match AI, CCO, and Contract Reader to generate the answer;
- Analytics: Analytics and performance measurement tools that help us understand Site and Service usage;
- Customer support and CRM tools used to manage sales and support interactions; and
- Professional advisors such as lawyers, accountants, and auditors bound by confidentiality obligations.
5.2 Business Transfers
If we are involved in a merger, acquisition, financing, reorganization, bankruptcy, or sale of assets, personal information may be transferred as part of that transaction, subject to customary confidentiality and this Policy’s principles.
5.3 Legal and Safety Disclosures
We may disclose information if we believe in good faith that disclosure is required by law, subpoena, court order, or governmental request, or is necessary to protect FedOpp, our users, or the public from harm, fraud, or security threats.
5.4 Affiliates and Corporate Group
We may share information within our corporate family for the purposes described in this Policy, consistent with applicable law.
5.5 With Your Direction or Consent
We may share information when you ask us to (for example, seating a colleague on your account) or when you otherwise consent.
We do not sell personal information as “sale is commonly understood in everyday language. We also do not sell personal information for monetary consideration in the CCPA/CPRA sense. We do not knowingly share personal information for cross-context behavioral advertising as a primary business model. If our practices change, we will update this Policy and provide any required notices or opt-out mechanisms.
6. Cookies and Similar Technologies
We and our service providers use cookies, local storage, pixels, and similar technologies to:
- Keep you signed in and maintain session security;
- Remember preferences and settings;
- Measure traffic, feature adoption, and performance;
- Detect abuse and protect the Service; and
- Support marketing attribution where permitted.
You can control cookies through your browser settings. Blocking certain cookies may impair login, checkout, or core functionality. Analytics tools may set their own cookies subject to their policies. We encourage you to review browser help pages for cookie management options.
7. AI Features and Data Handling
FedOpp may offer AI-assisted features including, without limitation, Ask CCO, CCO Chat, Contract Reader, Match AI, automated summaries, alerts, rankings, and suggestions. Please understand:
- Outputs may be incomplete, inaccurate, outdated, hallucinated, or misleading;
- AI features are not a substitute for reading primary source documents on official government systems;
- AI features do not constitute legal, contracting, or compliance advice;
- Prompts and documents you submit may be transmitted to AI processors for generation of responses;
- You are responsible for reviewing all outputs before relying on them for business decisions; and
- You should not input classified data, unauthorized CUI, export-controlled technical data, or third-party confidential information unless you have a lawful right and appropriate safeguards.
We configure vendors where practicable to limit use of customer content for unrelated model training, but you should assume that content sent to AI features will be processed by third parties as described in this Policy and our Terms.
8. Retention
We retain personal information for as long as reasonably necessary to:
- Provide the Service and maintain your account;
- Satisfy legal, tax, accounting, and regulatory requirements;
- Resolve disputes and enforce agreements;
- Maintain security logs and fraud-prevention records; and
- Support legitimate business needs consistent with this Policy.
Retention periods vary by data category. For example, billing records may be kept longer than routine support chat logs. When information is no longer needed, we delete, de-identify, or aggregate it, subject to backup and archival systems that are overwritten on a rolling basis.
You own your notes, pursuits, bid prices, supplier details and other content you enter in the Service, during your subscription and after it ends; FedOpp does not take ownership of it (see Terms, Section 13.1). Your account data is deleted automatically 90 days after your cancellation is confirmed, as described in Terms, Section 13.4. Billing, invoice and plan records are kept as required.
9. Security
We implement administrative, technical, and organizational measures designed to protect personal information against unauthorized access, loss, misuse, or alteration. These may include encrypted transport (TLS), access controls, logging, network protections (including Cloudflare and AWS security features), and employee access limitations. No method of transmission or storage is 100% secure. You are responsible for maintaining the confidentiality of your credentials, enabling available security features, and notifying us promptly of suspected unauthorized access. Shared logins are prohibited under our Terms of Service.
10. International Users
FedOpp is operated from the United States and intended primarily for U.S. federal contracting research use. If you access the Service from outside the United States, you understand that your information may be processed in the United States, where privacy laws may differ from those in your jurisdiction. By using the Service, you acknowledge such processing.
11. U.S. State Privacy Rights (Including CCPA/CPRA-Style Rights)

We may have disclosed such categories to service providers and processors for business purposes described above. We have not sold personal information for monetary consideration. We do not have actual knowledge of selling or sharing the personal information of consumers under sixteen (16) years of age.
